1、 For the factory applying for CCC certification for the first time, the following inspection shall be conducted:
1. Factory quality assurance capability review
First of all, it should be clear that the factory inspection of CCC certification is carried out according to the requirements of factory quality assurance capability requirements.
2. 3C certification factory inspection ensures that the capability meets the certification effectiveness:
(1) Basis for 3C certification and factory inspection: factory capacity inspection requirements, * * * standard for certified products, type test report of certified products, and Certification Implementation Rules;
(2) Classification of 3C certification factory inspection results: passed the inspection, there are documented nonconformities in the factory, there are serious nonconformities in the factory, which need on-site verification, there are serious nonconformities in the factory, and the factory fails the inspection
(3) For enterprises applying for 3C certification for the first time, the certification agency will issue a factory inspection notice to the enterprises applying for 3C certification after receiving the report of product test results submitted by the testing agency
(4) The inspectors shall conduct on-site inspection on the enterprises applying for 3C certification according to the requirements of product certification factory quality assurance ability, and take certain samples to check the consistency of the test results;
(5) After the factory inspection is qualified, the relevant inspection team shall issue the factory inspection report according to the specified report format and submit it to 3C certification agency for audit and evaluation.
3. Conformity inspection of CCC certified products
Check the consistency of products applying for CCC certification, focusing on the following:
(1) The identification (nameplate) of CCC certified products is consistent with that indicated in the type test report;
(2) The structure of CCC certified products shall be consistent with the type test samples;
(3) The important parts / components of CCC certified products shall be consistent with the list of important parts / components in the type test report;
(4) Conduct on-site inspection according to the table of routine inspection items and confirmed inspection items.
It should be emphasized that product consistency inspection is the focus of CCC certification factory inspection. If there are problems in product consistency inspection, it will often directly lead to the failure of 3C certification factory inspection.
4. CCC certification factory inspection method
a. The initial factory inspection of CCC can be conducted separately or combined with supervision and inspection;
b. The initial inspection and review of CCC certification factory shall be one day, and the supervision and inspection shall generally be conducted by two factory inspectors for half a day, or one day may be required to see the specific situation;
c. CCC certification factory inspection includes both document inspection and on-site inspection. The two factory inspectors have a division of labor, one favors document inspection and the other favors on-site inspection.
2、 Time required for CCC certified factory inspection
Generally, the initial factory inspection shall be conducted after the 3C certification type test is qualified. The time required for factory inspection shall be determined according to the number of units of 3C certification products applied, and the scale of the factory shall be properly considered. For the application requiring Factory review, the inspection department shall organize Factory review.
3C certification process is relatively complex (involving application, testing, factory inspection and other links), involving many offices (testing is carried out in local laboratories, and factory inspection needs to contact local CQC sub center), and there are many document requirements.
